Zu Tun und Unterlassen zwingen Verdrießt das Volk und macht es arm. Die scharfen Kriegsgeräte bringen Des Zwistes und des Aufruhrs Harm. Mit Klugheit und Geschicklichkeiten Gedeiht der heuchlerische Schein. Mit Vielbefehlen, Vielbestreiten Lädt Diebe man und Räuber ein. „Ich laß gewähren", sagt der Weise, „So wird das Volk von selber gut. Ich achte seine stillen Kreise: So wird's von selber wohlgemut. Ich kann den Überfluß entbehren: So wird das Volk von selber reich. Ich selber kenne kein Begehren: So wird es mir an Schlichtheit gleich."

"Use the upright and correct to order the state; Use surprise tactics when you use troops; Use unconcern with affairs to take control of the world. How do I know that this is so? Well, the more taboos and prohibitions there are in the world, the poorer the people will be; The more sharp weapons the people possess, the more muddled the states will be; The more knowledge and skill people have, the more novel things will appear; The more legal matters are made prominent, the more robbers and thieves there will be. Therefore, the words of the Sage say: I do nothing, and the people of themselves are transformed; I love tranquility, and the people of themselves are upright; I'm unconcerned with affairs, and the people of themselves become rich. I desire not to desire, and the people of themselves are [genuine and simple, like] uncarved wood."

"Országot nyer, ki a törvényt javítja, és háborúkat nyer a cselszövő, de csak ki tétlenségében tevékeny, csak az nyer meg mindent az Ég alatt. Ezt hogy tudom? Csak így: tudom. Minél többet tilt az állam, annál koldusabb a nép. Minél több az éles fegyver, annál több a zűrzavar. Minél több a feltaláló, annál többet ront a gép. Minél súlyosabb a törvény, annál több rabló akad. Így szól a bölcs: ha munkám, nem-cselekvés, népem magától is megigazul amíg békés nyugalmamat megóvom, népem magától is jó útra tér amíg csak a tétlenségem tevékeny, magától is jó népemnek sora s ha vágyam nincsen, mint a nyers fatuskó, oly egyszerű lesz népem s oly erős."

У народа увеличивается количество полезной утвари, а в государстве и семье все больше беспорядка. Чем больше у людей мастерства и хитрых приемов, тем больше возникает аномальных явлений. Чем больше издают указов и распоряжений, тем больше появляется воров и разбойников. Причинность: Человек мудрости говорит: Я - в отсутствии осуществления, и народ сам изменяется. Я - в стремлении к покою, и народ сам себя исправляет. Я - в отсутствии дел-ситуаций, и народ сам богатеет. Я - в отсутствии стремлений, и народ сам приходит к изначальной целостности."
