It is the absolute duty of a legislator not to make into a crime what is in the nature of a misdemeanor, and even then only according to the circumstances. He must humanely correct all this as a social problem, because it would be an extreme injustice to sanction these crimes as anti-social crimes.

Datoria absolută a unui legislator e să nu transforme într-o crimă ceea ce are un caracter de abatere, și chiar și atunci doar în funcție de circumstanțe.
